PAO for Coordination of EU Programmes in Azerbaijan

Main tasks/activities

  • To ensure effective implementation of EU assistance instruments in Azerbaijan with special focus on institutional Twinning, TAIEX and SIGMA instruments together with other stakeholders;
  • Draft Annual Work Plan (AWP) in co-operation with the European Commission and in line with the priorities outlined in the ENP Action Plan;
  • To ensure communication between the EUD and Beneficiary Administrations, and between the Beneficiary Administrations and their partners from the EU Member States;
  • To initiate and set out indicative priorities for institutional building in a given annual programme in consultation with the EUD;
  • To facilitate Beneficiary Administrations to identify their needs, invites them to submit project ideas;
  • Check that the proposals for Twinning and TAIEX projects meet the required standards of quality;
  • To assess the project ideas received from Beneficiary Administrations, includes in or excludes a project idea from annual Twinning envelope in consultation with the EC and EUD;
  • To prepare TORs to hire specific sector experts to elaborate Twinning Fiches, in consultation with the Beneficiary Administrations;
  • To provide technical and organisational support for drafting Twinning Fiches;
  • To assist Beneficiary Administrations and  the EUD to check Twinning proposals received from the EU Member State Administrations via the EUD;
  • To assist the EUD in the organisation and management of selection and evaluation meetings;
  • To contribute to the process of drafting of the Twinning Contract with a detailed Work Plan and Budget;
  • To assist Beneficiary Administration and the EUD in negotiating Twinning contracts;
  • To assist the EUD in monitoring the implementation of the Twinning and TAIEX projects, in close collaboration with the Beneficiary Administrations;
  • To check together with EUD that the good financial management of the Twinning projects is in compliance with EU rules; 
  • To support all Twinning stakeholders, including Beneficiary Administrations, Member States and EU Delegations.
